Cement truck spills load on I-264 in Portsmouth; all westbound lanes reopen
Around 10:05 a.m., a cement truck lost its load, causing I-264 westbound lanes to be blocked, according to a release. All lanes were open as of 1 p.m., according to Virginia State Police.
