Shai Gilgeous-Alexander and Karl-Anthony Towns had already been named All-Star Game starters before the reserves were revealed Thursday night.
At the beginning of the season, Maxey, Joel Embiid and Paul George were all expected to be among the players selected.
The NBA All-Star Game reserves will be announced Thursday night on TNT. The game is scheduled Feb. 16 in San Francisco's Chase Center.
