Carter Frederick Ham [2] (born 16 February 1952) is a retired United States Army General Officer who served as the second commander of United States Africa Command. [3] As commander of Africa Command, he led Operation Odyssey Dawn, the initial United States role in the 2011 military intervention in Libya.

Carter F. Ham was born on 16 February 1952 in Portland, OR. Ham served as an enlisted Infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, OH. As a Distinguished Military Graduate, he was commissioned as a Second Lieutenant through the Army Reserve Officers' Training Corps (ROTC) in the Infantry in 1976.
